You can't join a player who is inside an instance. What you have to do is both be standing on same map outside, then one enters and the other gets a popup to join him. But sometimes even that gets thrown a wobbly by a connection thingy.
You can't have done it completely solo in the first weeks of the game because there's a gate which used to require 2 people to open - one standing on a button on each side. But as other people said it was re-worked a few years ago to be completely soloable. You'll be able to play with your friend regardless of world, you just need to right click his portrait while he's in your party to join his instance.
